Have tab-specific toolbar buttons below the tabs

It is confusing that the toolbar-buttons above the tabs change when I change around in the tabs. I would assume that since the tabs are a sub-window of the main application toolbar - that tabs should not modify their parent window containers. Rather it would be better to have the tabs as the top row of the application (to the right of the "Available" Online Status Button. And then have the tab-specific toolbars be below the tab-bar. This would maintain the UI abstraction of container windows.
