Suspend downloads when disk is full

When the drive that has the download folder is full, downloads repeatedly fail and restart. The client will keep retrying the same one or two files over and over, hogging someone's upload slot. It would be better if the client recognized the problem and suspended downloads until there was a reasonable amount of room.
