Newer build for permabanning IP addresses

Okay, so I've been in the soulseek community for a while now and I've never really had any major problems with anyone until more recently. For privacy reasons, I'd like one of your most recent builds with nuisance-eliminating functions. Also, as a secondary request, I'd like to know if it's possible to implement a "Yes/No" label for users who are/aren't connected through proxy servers? I don't care too much to read the addresses I'm banning, I'd just like to know what kind of servers they're connected to so I have some kind of leeway on whether or not a certain user might be a security threat.
My apologies if that's too straight-forward but I'd also like to know if it's possible to make an all new interface that's built to filter people's IPs like that of torrenting programs? User privacy has dwindled these past years and I think we're all tired of being traced... So, is it currently possible during this war over net neutrality? Also, perhaps some kind of pieces/blocks system for determining original file integrity? I am running on Windows 7, thank you for your time.
