People in userlist always download

Hi there,

cant seem to figure out how to give people in my userlist the ''always download'' privilege. I created a usergroup with priority 99, and still not working. Any help would be greatly appreciated!

Be able to download even in cases I have 0 slots (happens in some cases I definitely need the bandwith). But, already saw that 0 uploads is not even possible any longer. Pretty good development tho :) Thanks.
