port forwarding issues :|

I recently bought a new computer run under Windows 8 and it's been almost 4 years since I've had to deal with port forwarding. Basically I've been sitting here for an hour at least trying to figure out exactly what I'm doing wrong, but I get the same "port closed" message each time I think I've entered the correct number. This is as nooby as it gets, unfortunately. Any and all help would be greatly appreciated.
