Why do i get this message when the user shares files with others ?

It is possible to "ban" or "unshare with" individual users. Someone has either unshared their files with you, i.e. banned you, or perhaps they have set all their shares to be viewable to userlist-only, and you are just not on their list. You can try asking them about it; maybe there was a misunderstanding. First, though, check their userinfo and see if they have posted some rules you didn't follow.
