Linux 32bit 03/16/2012 version

I'm getting ridiculously slow speeds off people that have 900+ kbs uploads. Now first I thought this might be the user limiting speeds to ensure everyone can get from them, however 1~6kbs for every user I've tried (20+ now) isn't normal.

On the Windows clients (new old and QT versions) on this home network this is not a problem at all so I'm at a loss it has to be the Linux client or something on my machine (not a Linux expert so I could use help there...) UPNP is set up and port forwarding is on (my router) these are two things I've tried and its not making a shred of difference.

I'm running Lubuntu 32bit 11.10.
