Userlist download privileges

Hi. I was under the impression that users added to my userlist received some sort of bonus when downloading from me, such as jumping the queue on non-userlist people or not have my upload kbps limit enforced (or having a higher limit).
Was there any such feature in the old client or how do people view its utility for Qt? I add people with large well organised connections of stuff that interests me to my lists, and request they add me to their list. But is there any benefit to *them* from being in *my* userlist? I would like there!

You can assign a higher
You can assign a higher download priority to selected user groups. Go to Users->User List and click the 'Configure User Groups' button. You can change the download priority for any given group there. A user will have the download priority of the group they're in that has the highest download priority.

That doesn't seem to work for me, for eg what is is the highest download priority, 0 or 10

In what way doesn't it work? Higher numbers mean higher download priorities, meaning those with a higher download priority will download first.

Priorities don't seem to work any more
I've used a couple of times the priorities but they don't seem to work any more for me. I'm on the latest version for Mac
